TURKCELL FORMS VALUE ADDED SERVICES (“VAS”) MANAGEMENT
Subject: Statement made pursuant to Circular VIII, No: 39 of the Capital Markets Board.

In an effort for Turkcell to more effectively focus on the Value Added Services (“VAS”) market and to improve the revenues generated from the main line of business voice as well as non-voice services, Turkcell has formed a new function under the name of VAS Management.
Along with this change, starting from August 8th, 2005, Turkcell services previously provided within the scope of Mapco under the Shubuo brand will now be carried out by Mapco employees, armed with technological expertise, within the scope of Turkcell under the direction of VAS Management.
Cenk Serdar, currently CEO of Mapco, has been appointed as the Chief Officer responsible for VAS in Turkcell. Cenk Serdar was previously CEO of Mapco since January 2005.
