MEDIA NEWS ON SAUDI ARABIA LICENSE TENDER

 

Subject: Statement made pursuant to Circular VIII, No: 39 of the Capital Markets Board.

Turkcell announcement as per Capital Market Board’s request dated February 1, 2007:

 

Turkcell previously announced that the Board of Directors of the Company convened on 21 December 2006 has decided to undertake necessary procedures for and to bid at the third Mobile Communication License Tender in Saudi Arabia.

 

Recently, some media news stated that Turkcell will be participating in the third Mobile Communication License Tender in Saudi Arabia through a consortium, which will be formed with Kingdom Holding.

 

Turkcell is still in the process of negotiation with the above mentioned company to form the final consortium structure, in order to bid for the third Mobile Communication License Tender in Saudi Arabia, therefore the final structure is yet to be established.

 

In case any material development occurs with regards to this subject, Turkcell will make necessary announcement according to the Circular VIII, No: 39 of the Capital Markets Board regulations.

 

We hereby confirm that the above-mentioned explanations are furnished as per the provisions of the Communiqué Serial no VIII/39, that they reflect all information we have gathered so far, that they are in accordance with our corporate documents, that we have used all endeavors to collect the complete and true related information and that we assume the responsibility for this disclosure.
