Duke Energy appeals state's coal-ash order, contending it will cost billions more than necessary

Duke Energy Corp. filed an appeal today of the N.C. Department of Environmental Quality’s order it must excavate the coal ash at all of its current and former coal-burning power plants and rebury it in lined landfills. It contends the order could result in up to $5 billion in additional costs that are unnecessary.
