$7.1 billion plan for light rail, buses and more heads to Austin voters

Austin City Council adopted the city's budget and ordered a Nov. 3 election on a tax rate that would cover the local costs of Capital Metro's plan for high-capacity regional mass transit, featuring trains connecting North Austin to the airport.
