Eurasian Economic Union issued a final ruling on anti-dumping of titanium dioxide

After the EU anti-dumping matters landed, the Eurasian Economic Union and launched an anti-dumping investigation against China's titanium dioxide industry, which will to some extent intensify the global pursuit of China's titanium dioxide exports.

The products in question are pigments with a titanium dioxide content of 80% or more on a dry measure, excluding titanium dioxide used in the production of fragrances and cosmetics, pharmaceuticals and food products. It is understood that the Eurasian Economic Union (EAEU) was officially launched on January 1, 2015, and now includes Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia.

On July 11, the European Commission issued a notice to make a preliminary anti-dumping ruling on titanium dioxide originating in China. The preliminary ruling imposed provisional anti-dumping duties of 14.4% to 39.7% on the products involved.

According to the dumping margin, the anti-dumping tariff rate calculated in the preliminary ruling document is 39.7% for Longbai Group Co., LTD., 14.4% for Anhui Jinxing Titanium White (Group) Co., LTD., a wholly owned subsidiary of China Nuclear Huaiyuan Titanium White Co., LTD., 35% for other responding enterprises, and 39.7% for other non-responding enterprises, far exceeding the expected tax rate.

Compared with the EU anti-dumping, the Eurasian Economic Union imposes anti-dumping duties on Chinese titanium dioxide products, and the scope of influence is limited from the perspective of covering countries and tax rates. But overall will affect our country titanium dioxide export.
